Part 2 "Always was, always will be...?": 22.8.2007
The legislation to allow the Federal Governments intervention in the Northern Territories Child Abuse crisis passed through the house of representatives last night with the support of the Labor party.

The Federal Opposition leader Kevin Rudd says he has concerns about the extent of the Governments changes to the permit system for accessing Aboriginal land. However the problem of abuse is so urgent, immediate bipartisan action is needed.

Another area of concern is the suspension of the Racial Discrimination laws to allow for the intervention to take place.

The Labor Party tried unsuccessfully to remove clauses in the legislation.

Also the controversial 99 year lease scheme will allow for Aboriginal land to be subleased for commercial business development under the federal government’s changes to the Land Rights Act.

An inquiry will be conducted by the Senate legal and constitutional affairs committee with a report to go back to the Senate next week.

The full impact of these legislative changes will be revealed in the coming weeks.

There's been a huge focus in the Northern Territory recently with the Federal Governments intervention into remote communities.

Many prominent Aboriginal leaders across the country have labelled the move a land grab, prompting fears that the move could signal the weakening of the Northern Territory Land Rights Act and the Native Title Act.

Questions have been raised as to how this may impact on other communities around the country.

Valerie Bichard investigates the issue of Land Rights and Native Title in New South Wales.
